Directorate of School Education Haryana Starts Process to Allot District To New Selected JBT

Haryana: Today additional cheif secretary education department Haryana gave his official statement regarding district allotment to new selected JBT'S of Haryana. He said that the process for allotting district to new selected JBT has been started.

The advertisement of 9870 JBT teachers was published on 8th November 2012. The last date for application was 8th December 2012. The result was

announced on 14th August 2014. But this recruitment is in controversy from the date of the advertisement. There is stay on joining of these selected JBT's. Total 12731 JBT's are waiting for 4th October 2016. It is assumed that the stay on this recruitment may be vacated on 4th October 2016.

सरकारी कर्मचारी को दिए जाने वाले अवकाश व नियम।

1. किसी भी कर्मचारी को अवकाश देते समय अधिकारी को यह अधिकार है कि वह कर्मचारी को अवकाश देने की मंजूरी देने से पहले उस कर्मचारी के अवकाश खाते को जांच सकता है या अवकाश खाते को सम्भालने वाले अधिकारी से लिखित में प्रमाण पत्र भी ले सकता है। अगर किसी कर्मचारी को केंद्र सरकार के किसी विभाग में कच्चे तौर पर तैनात किया जाता है तो अवकाश देने में सक्षम अधिकारी  उस कर्मचारी के प्रान्त के अवकाश देने के नियमों को ध्यान में रख कर उसे अवकाश दे सकता है। 
2. किसी भी कर्मचारी के अवकाश खाते को पंजाब सिविल सर्विस रूल के अनुसार निश्चित किये गए पर्फोमें में अंकित किया जाता है।
3. Casual Leave Rules Punjab Government कैसुअल लीव / आकस्मिक अवकाश किसी कर्मचारी को थोड़े समय के लिए दी जाती है। निम्नलिखित पैमाने के आधार पर कैसुअल लीव दी जाती है :-
• 10 वर्ष और उससे काम सेवा अवधि होने पर      - 10 कैसुअल लीव 
• 10 से 20 वर्ष की सेवा अवधि होने पर                 - 15 कैसुअल लीव 
• 20 वर्ष व उस से ज्यादा की सेवा अवधि होने पर  - 20  कैसुअल लीव 
• सभी महिला कर्मचारियों को उनकी सेवा अवधि जितनी भी हो चाहे उन्हें  - 15 कैसुअल लीव
• कोई भी सरकारी कर्मचारी 36 घण्टे में सेवा वापिस पर न आ सकने वाले स्थान पर नहीं जा सकता बिना किसी पूर्व अनुमति के।  
4. आर्जित अवकाश या E. L. किसी भी कर्मचारी को जो वेकेशन डिपार्टमेंट में कार्यरत है वह  एक वर्ष पूरा करने की अवधि पर 8 अर्जित अवकाश ले सकता है। 
5. 20 हाफ पे लीव या H. P. L.  किसी कर्मचारी को एक वर्ष पूरा करने पर मिलती हैं। कर्मचारी को देय हाफ पे लीव उसे मेडिकल सर्टिफिकेट पर भी दी जा सकती है। कर्मचारी के कहते में जितनी हाफ पे लीव बचती है उसकी आधी को वह मेडिकल लीव ले सकता है।  
6. एक्स्ट्रा आर्डिनरी लीव या EOL किसी भी स्थाई कर्मचारी को उस समय दी जाती है जब कर्मचारी के पास कोई अन्य लीव न बची हो या वह लिखित में यह लीव लेना चाहे। एक्स्ट्रा आर्डिनरी लीव की कर्मचारी को सैलरी नहीं दी जाती। 
7. स्पेशल डिसएबिलिटी लीव किसी कर्मचारी को अधिकतम 24 महीने के लिए किसी स्वीकृत मेडिकल अफसर के प्रमाण पत्र देने पर दी जा सकती है। इस प्रकार की लीव एक बार से अधिक भी दी जा सकती है। 
8. स्टडी लीव किसी कर्मचारी को तब दी जाती है जब वह कोई वैज्ञानिक , तकनीकी या विशेष अनुदेशन के लिए अध्ययन करना चाहता हो। 
9. महिला कर्मचारी को पूरे वेतन पर अधिकतम 180 दिन का प्रसूति अवकाश ( MATERNITY  LEAVE) दिया जा सकता है। जिस महिला कर्मचारी के 3 या अधिक जीवित बच्चे हों उसे यह लीव नहीं दी जा सकती। 
10. पुरुष कर्मचारी को जिनके 2 से काम जीवित बच्चे हैं उन्हें  30 हाफ पे लीव इक्कठी हो जाने पर अधिकतम  15 दिन का पितृत्व अवकाश (PATERNITY LEAVE ) दिया जा सकता है। 
11. ADOPTION  LEAVE  किसी भी महिला कर्मचारी को तब दी जाती है जब उस महिला की कोई सन्तान न हो और वह वैधानिक तरीके से किसी बच्चे को गोद लेती है। 
12. CHILD CARE LEAVE किसी भी महिला कर्मचारी को जिसके दो बड़े  बच्चे जिनकी उम्र 18 वर्ष से कम है उसे अधिकतम 365 दिन की लीव दी जाती है। यह लीव कम से कम 15 दिन के लिए दी जाती है।  प्रोबेशन पीरियड के दौरान सामान्य तौर पर चाइल्ड केयर लीव नहीं दी जाती इस पीरियड में लीव केवल तभी दी जाती है जब महिला की सन्तान को कोई गम्भीर बीमारी हो। 

New recruited teachers of Chandigarh are in a State of Confusion

Chandigarh police issued summon to almost 200 new recruited teachers who were appointed in the year 2015. These teachers who belonged to the state of Haryana were asked to join the investigation in the recruitment scam case. On 24th September 2016 teachers joined the investigation. The Police announced to conduct a written test on the spot. Teachers were asked to be present at sector 26 police station. There a written test was conducted. But the teachers were surprised to heard about the written test on the spot. After taking the test the teachers of UT education department are in a confusion that what is that test meant for. Some of the teachers raised question about the written test. Because there was no prior information was given to them about the test. So without any preparation teachers took the test. Many questions arises in the mind of the teachers. The subject of Punjabi in the written test may trouble the candidates because most of the candidates were from Haryana and they do not have a good hand in the subject of Punjabi language.

विश्वविद्याल अनुदान आयोग अधिनियम 1956 के अनुच्छेद 22 (1) के अनुसार केवल उन्ही विश्वविद्यालयों को उपाधि प्रदान करने की मान्यता दी है जिसे संसद द्वारा बने अधिनियम द्वारा उपाधि प्रदान करने का अधिकार दिया गया है।  इसके अतिरिक्त अन्य किसी भी संस्थान द्वारा विश्वविद्यालय शब्द का प्रयोग करना व् उपाधि देना विश्व विद्यालय अनुदान आयोग के अनुछेद 23 द्वारा निषिद्ध है। विश्वविद्याल अनुदान आयोग ने जन साधारण को 22 ऐसे स्वतः अभिकल्पित तथा गैर मान्यता प्राप्त संस्थानों को आयोग अधिनयम 1956 के अनुसार फर्जी/नकली/जाली घोषित किया है। इन विश्वविद्यालयों के नाम निम्लिखित है;-

Chandigarh Police conducted written exam for JBT TGT NTT- Teachers

Today some of the teachers from Education Department Chandigarh were called to Sector 17 police Station. The reason behind this was to investigate the case related to the teachers recruitment scam 2015 in Education Department Chandigarh. Almost 250 teachers were called. Questions were asked from Punjabi, Indian constitution and history, etc. It is assumed that this is a part of investigation to uncover the culprits who baught question papers spending 8 lacs rupees for one paper.

It is important to mention that in the month of July August Punjab police gave information to Chandigarh administration that the paper for recruiting JBT TGT NTT Teachers in Chandigarh Education Department was leaked and sold by an agent from Uttar Pradesh. Now to uncover this scam the police is investigating rapidly. 

Newly selected Junior Basic Teachers may soon get appointment.

Breaking News...

Happiness  amongst newly selected JBT's of Haryana. These newly selected JBT teachers may soon get joining letter. Today some of the selected JBT teachers filed a petition in the supreme court praying for their appointment. Supreme Court today made a remarkable order directing High Court of Punjab and Haryana  to decide the case within two months from 23/09/2016. So it is assumed that HC may soon vacate stay from their appointment. Moreover HC may modify the stay order to appoint some of the selected JBT teachers whose appointment does not harm the unselected teachers. Finally the case is near to its decision.

अगर कोई कर्मचारी अपने सेवाकाल के दौरान किसी भी प्रकार की विकलांगता का शिकार हो जाता है तो उसे सेवानिवृत्ति काल तक सेवा मे बने रहने का हक है चाहे वह अपना सेवा/नौकरी का कार्य करने में असमर्थ भी क्यों न हो। ऐसे कर्मचारी को सेवानिरवृत्ति तक वेतन, भत्ते तथा पदोन्नति पाने का अधिकार है। धारा 47 “Persons with Disabilities (Equal Opportunities Protection of Rights and Full Participation) Act, 1995” इसे साफ़ तौर पर बताता है।
